District 22's annual tradition of Christmas giving originated in memory of Trooper Steve Pankey, who succumbed to an inoperable brain tumor in 1994. The acronym "C.A.R.E. Bears is short for "Children Are Remembered Everywhere."

Illinois State Police District 22 employees, retirees, their family and friends work throughout the year to raise funds for C.A.R.E. Bears through a variety of fundraising activities. These events include golf scrambles, clay bird shoots, a scuba dive treasure hunt, BBQ on the River, yearly yard sale, raffles and operation of concessions at area events. Let us not forget our own Radio Personality "The BEAR on the Air", who is a huge help with these concession fundraisers.

With the generous support of Short Enterprises, Anna McDonald's and Anna Walmart, clothing and toys are purchased for children mainly in Alexander, Hardin, Johnson, Massac, Pope, Pulaski, and Union Counties each Christmas season. Food baskets are also provided for their families.

Potential recipients are identified each fall with the assistance of area school and law enforcement personnel. Prospective families are then screened and selected by a panel of C.A.R.E. Bears volunteers, with emphasis placed on reaching those children who do not already receive assistance through other agencies or charitable organizations. The same families cannot be assisted more than once. There are exceptions in serious situations where the committee may require additional information before granting further assistance.

In November, shopping for each child is completed from a wish list that the parents have submitted, and the gifts are lovingly wrapped by volunteers for delivery just before Christmas

The success of Operation C.A.R.E. Bears continues to grow by leaps and bounds. Subsequently, so has the need for funding. Each year the number of families steadily increase, with more than 125 children and their families receiving Christmas cheer.
